Let's say you have an image that you want to add a touch of rain to it. It's really easy to do.
I've chosen this stormy image that I got from thewallpapers.org. Open your chosen image in your graphics program.
Start off by adding a new transparent layer.
Fill your new layer with a solid white color.
In your Layers Tab, select DISSOLVE from the drop down menu.
Once you've selected Dissolve, use the Opacity drop down menu and set it to a very low number. I've selected 1%.
Now in your Layer Tab, add another layer BELOW your white layer.
Click on you white layer so that it is selected again. Then, in Photoshop, select CTRL + E to merger the white and transparent layers.
Once that's done, go to FILTER > BLUR > MOTION BLUR.
From the menu that appears you can adjust the ANGLE and DISTANCE until you have the desired effect.
At this point I might change the opacity of the layer if I don't want the rain effect to be as noticeable. Or just lower the opacity of the rain layer. But I'm going to leave it as is.
The only other thing that I did was smooth out some of the sharper white portions of rain at the top and bottom of the finished image. For that I used the Smudge Tool and reduced the Strength to 71%. The percentage was just random though. I just wanted to reduce the strength some.
